I think they are their own characters and I'm glad that they got developed away from each other. Ichigo's challenges are not the same as the shinigami arc. TYBW focuses more on the relationship between him and his past. But I liked the fact that Rukia got her own development and touched on her own battles and with her zanpakuto.They're gonna have to fix a loooot of things. My biggest beef is that Ichigo and rukia need a lot more involvement together. They’re supposed to be the main relationship of the series, but they only talk once in the whole arc. They don’t even get a fight together.
That's what I like about them. I hope Kubo has more creative control or give detailed draft on how he wants the story arc told. Just like how Toriyama did with DBS.I really hope they add extra things in that kubo didn't have time to add himself, like Unohana's Bankai explanation, quincies actually using Blut Arterie, The Medalions and why it didn't work on Ichigo (maybe it had something to do with ichigo not having a proper Asauchi or Hollow powers blocking it?), longer battle that aren't cut short, an explination for Yachiru, isshin and rykuen fighting etc. Loads of stuff needs answers. Even though the ending sucked and this arc had so much missed potential, I doubt they'd rewrite anything or even the ending.
Also would be good to let another studio handle it and give us top notch quality animation to compensate for all the missed potential and bad ending. However, I doubt Pierrot would let go of Bleach's rights..
Maybe with the break he can get back to/revisit his bleach and help the anime elaborate further on the story and the fights than what the manga showed. I have a feeling there's a lot more that he could have done and probably would have. I remain hopeful.
We don't know if Kubo would have time to work with the anime production to expand on the story from the manga. This is purely technical. The release date is yet to be revealed so we don't know if the studio even started working on it.They're gonna have to fix a loooot of things.

I was sure that Tite Kubo has always been closely involved with the Bleach anime and this seems to confirm this. I think it is very likely that the last arc will be longer and more complete than the manga.
